Gov. Andrew Cuomo's tuition free  college proposal should include a commitment to continue state funding of one-third of the costs of community college, the New York State Association of Counties urged in a summary of priority issues for counties this legislative session.

Other priorities are as follows:

  • Add surcharge to prepaid cellular telephone plans to fund emergency dispatch services;
  • Recommit to legislation Cuomo vetoed to increase state funding for public defenders;
  • Transfer authority to renew sales tax authorization every two years from state to counties.
