INVITATION TO BID

The Village of Hudson Falls invites qualified CONTRACTORS to bid on improvements to
the Historic Washington County Court House in Hudson Falls, New York.
Abbreviated Summary: The Village of Hudson Falls intends to issue 4 separate contracts:
Contract 1 General Construction; Contract 2 HVAC/Mechanical; Contract 3 Plumbing and
Contract 4 Electrical to the lowest responsible bidder. Each item on the bid forms shall be
submitted as an individual bid. The work of the Contracts is summarized as follows:
1. Complete limited demolition to include enlarged openings
2. Provide an attached elevator with lobby and links to the main building
3. Provide revised rear building entrance and reconfiguration of existing stairs
4. Provide handicapped washroom on the first and second floor
5. Provide a partial level floor in the second floor courtroom
6. Provide subfloor and finished flooring in the second floor courtroom and associated spaces
7. Provide new fire rated doors and transom panels as required
8. Provide insulated drapes at windows
9. Repair, adjust and rearrange existing benches in the court room.
10. Provide a new electric 3 phase service for the elevator.
11. Provide wiring, outlets, switching and exit signs, emergency lights, light fixtures, electric
heaters and supply power to the new HVAC units as indicated on the plans
12. Upgrade and extend the existing fire alarm, provide additional pull stations and door
holders
13. Upgrade the existing HVAC for the Restaurant and provide new HVAC units for the
courtroom, elevator and related spaces
14. Provide new plumbing fixtures, related water supply and drains
Sealed proposals shall be placed in envelopes marked BID DOCUMENTS, “Proposal for
the Historic Washington County Court House in Hudson Falls” and shall be addressed
and delivered to:

Village of Hudson Falls, 220 Main Street, Hudson Falls, NY 12839
The proposal will be opened and read aloud at the office of the Village office at 220 Main Street,
Hudson Falls, New York 12839 at 3:00 pm, July 31, 2019. Bids received after this date and
time will not be accepted. A mandatory pre-bid meeting has been scheduled for July 18,
2019 at 10:30 am at the Washington County Court House located at 122 Main Street, Hudson
Falls, New York 12839. The meeting will start at the rear of the building.
Proposals must be accompanied by a satisfactory BID BOND for 5% of the proposal. The Owner
reserves the right to WAIVE all formalities and reject or accept any or all proposals. Proposals
must be submitted on the form provided by the Owner. Any modification of the proposal pages
or text will result in rejection of the proposal.
A Payment and Performance Bond are not required for projects under $25,000. Projects in
excess of $25,000 require a 100% performance and payment bond. A letter of intent from
the bonding company must be submitted with your bid if it exceeds $25,000. Insurance
coverage must be provided including Builders Risk Insurance, General Liability Insurance in the
amounts of $1,000,000/2,000,000 as well as Statutory Workers Compensation Insurance and
Automobile insurance. In lieu of a performance bond other forms of security may be provided:
a. A cash deposit in the amount of 50% of the bid
b. An irrevocable letter of credit in the amount of 100 % of the bid amount
Contract Documents may be obtained from Fred Keil & Associates, 20 Pine Brook Drive,
Morrisonville, NY 12962 on or after July 10, 2019. A hard copy of the contract documents
may be ordered from the architect for a $150.00 fee. Checks shall be made payable to the
architect and mailed to his office prior to picking up of the documents. Contract documents
may also be downloaded for a fee of $100.00. Construction documents will be listed in
area service bureaus such as Dodge Reports, isqft.com, and CDC. Send your check for
the requested documents to the architect and you will receive the documents in an email.
In the event your e-mailbox cannot accept large files the documents can be delivered
by regular mail on a CD. Contract documents may also be viewed by appointment at the
Village Offices at 220 Main Street in Hudson Falls, NY 12839.
No bid may be withdrawn for a period of 60 days after opening of bids.
Bidders should be advised that, prior to award of any contract, the Village reserves the right
to conduct a pre-award survey for the purpose of determining the bidder’s responsibility and
capacity to perform the contract. This survey may include review of subcontracting agreements,
financial capacity and quality of work performed in other contracts.
Award of the contracts will be made to the lowest responsible bidder of each group (General
Construction, HVAC, Plumbing and Electrical contractors) who submitted a complete and
itemized bid for the project. The Village reserves the right to deduct specific line items from the
bids in the event the sum of the lowest bidders exceeds the available funding.
Attention is called to the provision for Equal Employment Opportunity and payment of not less
than the minimum salaries and wages. Bidders take note, Minority and Women’s Business
Enterprises are encouraged to submit bids for this construction project. Prevailing wage rates
are in effect and the Wick’s Law applies to the contracts.
Funding for this project is provided by a grant from New York State Homes and Community
Renewal (NYSHCR) administered by the Housing Trust Fund Corporation (HTFC). It is the
policy of NYS HCR/NYMS and the Village of Hudson Falls to encourage the greatest possible
participation of Minorities and Women-owned business enterprises in all New York State funded
projects. Under Article 15A, Executive Law, the State of New York is committed to providing
Minority and Women Owned Business (MWBE) equal opportunity to participate in government
contracts. The following goals have been set for this project: 10% of the contract value for
MBE’s and 10% of the contract value for WBE’s. All successful bidders will be required to
submit the EEO policy statement, staffing plan, and reports showing the participation of various
MWBE business enterprises, subcontractors and suppliers on the contract. The Contractor,
by bidding on the contract acknowledges his/her understanding and support for this policy
and pledges to fully cooperate with the Village of Hudson Falls in meeting New York State
requirements as set forth in the Bidding and Contracting documents.
