NOTICE OF SPECIAL
DISTRICT
MEETING OF THE
HADLEY-LUZERNE
CENTRAL SCHOOL
DISTRICT TO VOTE ON
THE ESTABLISHMENT
OF THE ROCKWELL
FALLS PUBLIC LIBRARY

NOTICE IS HEREBY GIVEN that a
Special District Meeting and Vote of
the Hadley-Luzerne Central School
District (the “District”), Saratoga
County, New York, will be held on
Tuesday, June 25, 2019, from
12:00 o’clock Noon prevailing time to
8:00 o’clock P.M. prevailing time for the
purposes of voting on matters relating
to the establishment of the Rockwell
Falls Public Library as a school district
public library, and transacting such
other business as is authorized by law.
Said Special District Meeting and Vote
will be held at the Stuart M. Townsend
Elementary School, 27 Hyland Drive,
Lake Luzerne, New York.
AND FURTHER NOTICE IS HEREBY
GIVEN that voting shall consist of
voting on the following proposition:
PROPOSITION NO. 1
ESTABLISHMENT OF THE
ROCKWELL FALLS PUBLIC
LIBRARY
Shall the following resolution be
adopted to wit:
RESOLVED, that the Rockwell
Falls
Public
Library
be
permanently established as a
school district public library for
the benefit and free use of all
residents of the Hadley-Luzerne
Central School District, such
library to be governed initially by
five (5) Library Trustees, who are
elected by the voters of the School
District for terms of up to three (3)
years, and be authorized to raise
$190,000 to support and maintain
such library, which amount shall
be separate and apart from the
annual School District budget,
said appropriation to be raised
annually by a tax upon the taxable
property in said School District, be
an annual appropriation thereafter
until changed by further vote of the
majority of voters of the HadleyLuzerne Central School District,
and be levied and collected yearly
by the School District as are other
general taxes?
AND FURTHER NOTICE IS HEREBY
GIVEN that an election shall also
be held to elect five (5) members
of the initial Board of Trustees of
the Rockwell Falls Public Library
to initial terms of up to three (3)
years, commencing July 1, 2019
and expiring in accordance with the
initial terms to be established for
each elected Trustee by that Board in
accordance with the Education Law.
AND FURTHER NOTICE IS HEREBY
GIVEN that the aforesaid Proposition
shall appear on the paper ballots
and on the absentee ballots. The
vote upon such Proposition shall be
by paper ballot or absentee ballot.
The hours during which the polls
shall be kept open shall be from
12:00 noon to 8:00 p.m. prevailing
time or for as long thereafter as
necessary to enable qualified voters
who are in the polling place at
8:00 p.m. to cast their ballots.
AND FURTHER NOTICE IS HEREBY
GIVEN, that petitions nominating
candidates for the office of Member of
the Board of Trustees of the Rockwell
Falls Public Library shall be filed with
the District Clerk of said School District
at her office in the Hadley-Luzerne
Central School District Offices, 27
Hyland Drive, Lake Luzerne, New York
12846, not later than June 5, 2019,
between
11:00
o’clock
A.M.
prevailing time and 5:00 o’clock P.M.
prevailing time. Candidates run at
large. Nominating petitions, must be
directed to the Clerk of the District,
must be signed by at least twenty-

five (25) qualified voters of the District,
must state the name and residence of
each signer, and must state the name
and residence of the candidate.
AND FURTHER NOTICE IS HEREBY
GIVEN that personal registration
of voters is required and that no
person shall vote whose name does
not appear on the registration of
the District. If a voter has heretofore
registered pursuant to Section 2014
of the Election Law and has voted at
an annual or special District meeting
within the last four (4) calendar years,
he or she is eligible to vote at this
meeting; if a voter is registered and
eligible to vote under Article 5 of the
Election Law, he or she is eligible to
vote. All other persons who wish to
vote much register.
AND FURTHER NOTICE IS HEREBY
GIVEN that personal registration
for all qualified voters of the District
pursuant to Section 2104 of the
Education Law shall occur at the
District Office at the Stuart M.
Townsend Elementary School, 27
Hyland Drive, Lake Luzerne, New York
12846, on Tuesday, June 11, 2019
between the hours of 10:00 A.M. and
3:00 P.M. prevailing time, to add any
additional names to the Register of
the School District to be used at the
Special District Meeting to be held on
June 25, 2019, and any special District
meetings that may be held after the
preparation of said Register, at which
time any person will be entitled to have
his/her name placed on such Register
provided that during such registration,
the prospective voter is known or has
proven to the satisfaction of the Board
of Registration to be then or thereafter
entitled to vote at the Special District
Meeting for which the Register is
prepared.
AND FURTHER NOTICE IS HEREBY
GIVEN that pursuant to Section 2014
of the Education Law, the Board of
Registration will meet at the Stuart
M. Townsend Elementary School, 27
Hyland Drive Lake Luzerne, New York,
on June 20 from 11:00 AM to 3:00 PM,
prevailing time, to prepare the Register
of the District to be used at any special
district meetings that may be held
after the preparation of said Register,
provided that at such meeting of said
Board of Registration he/she is known
or proven to the satisfaction of such
Board of Registration to be then or
thereafter entitled to vote at the school
election for which said Register is
prepared.
Please take further notice that the
register prepared pursuant to Section
2014 of the Education Law shall be
filed in the Office of the District Clerk;
that such register shall be open for
inspection by any qualified voter of the
District, on each of five days prior to
the day of the election, except Sunday,
June 23, 2019, and by appointment on
Saturday, June 22, 2019.
Absentee ballots may be applied
for at the office of the District Clerk.
Applications for absentee ballots must
be received by the District Clerk at
least seven days prior to the vote if the
ballot is to be mailed to the voter, or on
or prior to June 24, 2019, if the ballot is
to be delivered personally to the voter.
Absentee ballots must be received
by the District Clerk not later than
5:00 p.m. on June 25, 2019. A list of
all persons to whom absentee ballots
shall have been issued will be available
in the office of the District Clerk from
8:30 a.m. until 3:30 p.m. prevailing
time on each of the five days prior to
the day of the election, except Sunday,
June 23, 2019, and by appointment on
Saturday, June 22, 2019. Any qualified
voter may challenge the acceptance of
the ballot of any person on such list, by
making his/her challenge and reasons
therefor known to the Inspector of
Election before the close of the polls.
