NOTICE TO BIDDERS

Sealed bids for Project SA-SPA-2015-02; Roosevelt II Bathhouse Rehab: Main Lobby,
Public Restrooms & Tenant Space #1 of Saratoga Spa State Park, Saratoga County,
NY will be received by the New York State Office of Parks, Recreation and Historic
Preservation (OPRHP), Saratoga/Capital Region at 19 Roosevelt Drive, Saratoga Springs,
NY 12866 until 11:00 AM local time, May 21, 2019 when they will be publicly opened
and read. Each bid must be prepared and submitted in accordance with the Instructions
to Bidders and must be accompanied by Bid Security in the form of a certified check,
bank check, or bid bond in the amount of:

PROJECT COMPLETION
All Contractors shall physically complete the Work of each Contract within One Hundred
Sixty-Five (165) days after each Agreement is approved by the NYS Comptroller’s Office.
PROJECT SPECIFIC LIQUIDATED DAMAGES
The following parts of the work must be complete by December 30, 2019 to allow tenant
access from Loading Dock to complete tenant fit-up work in Tenant Space#1:
Work of all Contracts in spaces that comprise Tenant Space #1, including work at the
Loading Dock and in Large Space, Small Space, Hall and Storage rooms. Electrical
and mechanical systems in these above spaces shall be functional by
December 30, 2019.
Liquidated damages will be assessed for failing to complete the work above by the
stated date - Refer to Section 14.10 of General Conditions.
The Contractor agrees, in the event the Contractor fails to complete all the work on time,
to pay the Office Liquidated Damages as per the General Conditions, Article 14.10, for
each day of delay in the physical completion of the work.
Starting on the advertisement date, the Bidding and Contract Documents may be
examined free of charge and obtained in person or by mail from Engineering Office,
Saratoga/Capital District at 19 Roosevelt Drive, Saratoga Springs, NY 12866 for a
non-refundable fee of $49.00 (per set) and shipping and handling as applicable.

of State Finance Law, Section 139j, resulting in a determination of contractor
non-responsibility.
BONDS
The successful bidder will be required to furnish a Performance Bond and a Labor and
Material Bond in the statutory form of public bonds required by Sections 136 and 137 of the
State Finance Law, each for 100% of the amount of the Contract.
All Requests For Information (RFI’s) are due by: 1:00 PM local time on Friday, May 10, 2019.
RFI’s shall only be submitted to Daniel Neary, daniel.neary@parks.ny.gov .
RFI’s received after this date will not be processed.
There will be a pre-bid meeting on Wednesday, May 1, 2019 at 10:00 AM at Saratoga Spa
State Park, Roosevelt II Bathhouse, 19 Roosevelt Drive, Saratoga Springs, NY 12866.
PARTICIPATION OPPORTUNITIES FOR NEW YORK STATE CERTIFIED SERVICEDISABLED VETERAN-OWNED BUSINESSES
Article 17-B of the New York State Executive Law provides for more meaningful
participation in public procurement by certified Service-Disabled Veteran-Owned
Businesses (“SDVOBs”), thereby further integrating such businesses into New York State’s
economy. OPRHP recognizes the need to promote the employment of service-disabled
veterans and to ensure that certified service-disabled veteran-owned businesses have
opportunities for maximum feasible participation in the performance of OPRHP contracts.
In recognition of the service and sacrifices made by service-disabled veterans and in
recognition of their economic activity in doing business in New York State, Bidders/
