QUEENSBURY -- An employee of Wal-Mart on Quaker Ridge Road was arrested early Wednesday for allegedly engaging in prostitution in a store bathroom, according to State Police.

Authorities said they believe the man was also soliciting clients to meet him in the bathroom at Crandall Public Library.

Foster M. Bills, 22, of Stony Creek, allegedly engaged in sex acts with other men for money in the bathroom of the store while working overnight shifts, officials said.

Police said Bills solicited meetings with would-be clients through the Craigslist online marketplace website, and arranged to meet them during his breaks.

State Police said store officials became suspicious of his activity and notified State Police, and an undercover officer arranged for a meeting with him at the store and arrested Bills when he agreed to perform a sex act for money, officials said. Bills was charged with prostitution, a misdemeanor, and was released pending prosecution April 29 in Queensbury Town Court.

Kayla Whaling, a spokeswoman for Wal-Mart, said Bills was suspended pending an investigation by the company. She said Wal-Mart has been cooperating with State Police and providing information throughout the investigation.

“We’re appalled that something like this could be happening in one of our stores,” she said.

Police said records show Bills also posted an ad in the “casual encounters” section of Craigslist at 7:44 p.m. Tuesday titled “quicky and crandal (sic)” apparently soliciting men to meet him at Crandall Public Library. The first lines, posted by a 22-year-old whose name wasn’t listed, read “Young guy looking for a little spending money. I’m at crandal (sic) library for a little bit so hit me up asap.”

It goes on to explain the procedures for meeting him at the library but no price is listed.

Crandall Public Library Executive Director Kathy Naftaly said the library’s staff was not aware of any issues there related to the case.

Prostitution is punishable by up to 90 days in Warren County Jail.

First there was the horrible Christmas layaway mess (waiting forever while each layaway box was 'searched') , then the $50,000 employee merchandise theft... now this. You kind of get the feeling management at the store might not be doing their job. I visit the store fairly often and have yet to see a person I would deem management on the floor supervising. There are plenty of jokes about 'Walmart shoppers" but from what I see,(or actually don't see) Walmart management at the Quaker Rd store could be a joke as well.

I think it's more embarrassing for the employee who was arrested. Walmart, with it's number of associates it employs cannot watch every one of them every single minute. Nor should the employer be called irresponsible when things happen. In this particular case however, I think credit should be given to the fast and efficient nature in which this case was resolved. From the time the solicitous ad was brought to the attention of management the authorities were brought in and the arrest was made. Less than 36 hours passed from discovery to arrest. How dare anyone say that Management was not acting prudently. Walmart could have forgone this embarrassing story by simply firing the employee. He could have then gone onto seeking out clients at the Crandall Library which may or may not have led to his arrest. However, Walmart put the greater good of the community ahead of it's reputation and allowed the arrest to take place and is now being slammed as if they condoned this type of act.

You are right Billybobskiff, the only thing that management could be blamed for is hiring the employee in question ... someone may present themselves well at an interview and even if a background check doesn't reveal anything, the employee could still engage in illegal activity once hired. If he wanted to supplement his income by engaging in prostitution, he should have engaged in such activity outside of WalMart property. It is an embarrassment for both the employee AND the store.

I think Walmart management should be commended for their vigilanace. Just ONE day after the situation was brought to their attention an arrest was made. This shows they are on top of things and doing their job. They could have simply fired this guy and swept the matter under the carpet and avoided a news story, but instead, they did the right thing, involved the proper authorities and got this sexual deviant off the streets. By doing so they sacrificed their reputation by allowing people to bash Walmart because of the unlawful actions of an employee. This is ridiculous. This same guy was looking to meet people at Crandall Public Library, a place where kids congregate, where the staff there was unaware of anything going on. Thankfully, Walmart put the needs of the community ahead of their own, did the right thing and handled the situation properly. As far as I'm concerned, kudos are far more deserved than condemnation.

To try and lay any blame anywhere other than on this "independent businessman" for anything that comes about as a result of his incredibly poor decision making is beyond the pale. It's no one's fault but his own.

Wow. What a shame to do something like that where you work. There is alot of issues at this store. People stealing, now this. I think they need to get it together over there cause this Walmart is always in the paper or talked about. I feel sorry for all the hard working people over there that is really effect by actions of others that shouldn't be working with them. I come there all the time and its a group of guys that look like they work really hard and always laughing and having fun. I always speak to these guys cause their really friendly and respect and helpful. I will keep shopping at this Walmart and not judge a whole because of what one or two may done. Good luck

Did the Post Star really have to put his name for everyone to see? The 22 year old made a dumb mistake. And now has to pay for it the rest of his life. I agree with him being arrested and held accountable but you could of held some privacy to this matter. Regardless of the nature of the crime they were both consenting adults.

This is a crime and a matter of public record. The names are also a matter of public record. When they go to court the court officer will read his name off before he approaches the bench.

The entire consenting adult theme that's now been put into the conversation at least twice is tiring, non-sensicle, and totally irrelevant. They consented to committ a CRIME. Prostitution is a crime. If it had been just consensual sex in a men's room without money changing hands that would have been a crime too.

If this young man was really enterprising he should have insisted on dinner somewhere and some lodging, in his off hours. No one would have been the wiser. Instead he chose to make his pocket money in a very risky manner that carried consequences if discovered.

You've YET to ADMIT the FACT that consideration of income taxes exclusively DOES DISTORT REALITY/TRUTH re: ALL taxation & WHO PAYS. The nat. debt, OF NECESSITY increased hugely w/ FDR after the GOP "trickle down," Great Depression (Siena poll rates him #1). Bush/GOP debt well above 10 trillion bequeathed the Great Recession - necessitating deficits. They're largely a product of what Obama was handed after the only other lengthy GOP all-for-the-rich, GOP dominant period in 100 yrs.

I do note too that though Demos got more TOT. VOTES for House seats, gerrymandering in GOP states left GOP firm control!

Did you miss the fact that the blue states contribute MORE taxes to fed coffers than the poorer red & blues get less back, reds more? Do you miss the fact that blue states avg. $5,000 MORE per capita income than the red? Better?

The decline of 4% of NET WORTH of the bottom 93% of ALL of us is NOT inflation attributable. It's due the loss of value in a commoner's primary asset - his home, AND the fact that he's NOT received income gains. Those went to the TOP 7% - as did a 28% increase in their NET WORTH!
