Joel Tyner, a Democrat who serves on the Dutchess County Legislature, confirmed he will announce his candidacy for Congress at a rally at 4:30 p.m. Wednesday outside the Saratoga Springs district office of U.S. Rep. Chris Gibson, R-Kinderhook.

Tyner said he lives about 15 or 20 minutes from the Franklin D. Roosevelt National Historic Site and wants to bring FDR's policies back to prominence.

Tyner, first elected to the county legislature in 2003, is serving his fourth two-year term on the county legislature, a comparable government body to county boards of supervisors in the Glens Falls region.
