Gov. Andrew Cuomo was in New York City on Wednesday and responds to the federal tax plan and its impacts on the state.

"It is the height of hypocrisy. You have an administration that wants to cut taxes, and now they literally want to tax you on the taxes you pay. I believe it's unconstitutional. I believe it's illegal and I would challenge it as double taxation. I pay taxes to my state and local government, you then want to tax me on the taxes that I paid to my state and local government. And it is a pure tax increase. This from the patron saints of lower taxes, cure the common cold. So, all of these cuts go right to the heart of New York. What's outrageous to me, obviously the Republicans control congress — how a Republican Congressperson from the state of the New York could be supporting efforts that drive a stake through the heart of their own district, is reprehensible to me. You're elected — I don't care who you're elected by. You're elected to represent the people from your district. How can you support Graham-Cassidy, the cuts to DSH, tax reform, all of which hurts your own people in your own district? It means you're more loyal to your political bosses than the people who represent you. It means you're more afraid of the radical right of the Republican party than believe in the public service of the citizens of your district. And New Yorkers won't forget. These are not going to be small. They're not going to be innocuous. They're going to be highly damaging and devastating."
